The Government has announced an Action Plan for Small Business, a package of practical support for companies, which includes a proposal for common commencement dates for regulations.

Proposals for common commencement dates for regulations affecting businesses have been announced and could go further to include setting common annual dates for the introduction of new health and safety, consumer safety rules.

Business leaders have welcomed the proposals for common commencement dates, saying it would give more stability and certainty to people who run businesses. Common commencement dates for domestic employment regulations have already been announced, and will start being used in 2004.

Stephen Alambritis, spokesman for the Federation of Small Businesses said: “Common commencement dates are a good idea for small businesses – they offer certainty and stability to people who run businesses. We welcome this suggestion by the Government.”

Other key actions affecting small businesses include:

– For those starting in business, there will be an improved quality of services on offer.

– The publication of a “no nonsense guide” to access to finance to help build up small business awareness of the different types and sources of finance available.

– A second phase of the Government’s Phoenix Fund to encourage specialist business support and entrepreneurship in disadvantaged areas and amongst disadvantaged groups.

– For small businesses wanting to sell goods and services to local and national Government, a small business procurement concordat will be developed. Public sector bodies will commit to improving opportunities for small businesses to tender for contracts and engage with them proactively.

– A pledge to improve services on offer to small businesses.
